As Sam already said you need to drink the buff and then immediately activate the stone. On any future visits when you go to 'upgrade' the effect you would need to visit another stone (like the warrior stone) to switch off the previous effect and then re-select the atronach stone under the a better potion...

Mason, how often did you use the bow and crossbow? Weren't the Ignite and Freeze enough for ranged offense?

I haven't placed any emphasis on ranged combat at all but I did use the crossbow a fair bit, I just really enjoyed its flavour and aesthetic and I'm not likely to create another dwarven armor build...
Dragons mostly! There are certain areas where the buggers simply refuse to land for me to spank em! Dragons are massive targets so archery perks aren't really needed.
Black bow of fate was selected because I enjoyed the mission and it's magicka stealing is sometimes handy when you're running low, the bulky dwarven quiver strapped to your back looks A+!
It's just nice to have a bow! Even if you aren't packing the damage of a dedicated archer!

Firstly, if you take the Disarming Bash perk it changes the properties of the A shield to this...
Quick Bash = Turn ethereal.
Power Bash = Damage & Disarm attempt only.
This makes the shield a damn site more useful because YOU decide when you want to use its effect. You can disarm an enemy and then a quick bash will send them running (away from their dropped weapon).
The second, and this makes the shield an absolute BASTARD, is that Marked for Death continues to burn the soul out of things while ethereal.
Marked for Death + a quick bash from the A Shield will RUIN anything!
Oh, and the third...
It can dismiss Mr Karstaags blizzard!
