    Hi, TED here with an Early Thanksgiving special just for you!  While I may have stepped down from hosting the Character Building Group, I haven't lost the good ol' Kwanza spirit!  Considering the last few builds I've made, you're probably wondering "TED, what product are you endorsing now?"  After a failed idea with a Vermai build and visit back to Bthardamz, I knew exactly what I wanted to do.  Sit back and enjoy the show!

    The Overseer

    "Breathe deep, mortal. I would have you hear me well, so let these vapors fill your lungs."

    When Peryite spoke these words to me, something was starting to awaken within me.  I didn't know what was going on, but I had a feeling that everything was about to change.

    "I have watched you for some time, you know. The decisions you've made intrigue me, and I wonder if you are a proper agent for a task of mine. I sent a blessing to Mundus, a wasting plague that infected a scattering of Breton villages. One of my monks, the elf Orchendor, was sent to gather these Afflicted. He shepherded them into Bthardamz for me, but has since lost his way. I will not stand for betrayal. I want you to go to Bthardamz and Kill Orchendor, in my name."

    It wasn't easy taking down the Afflicted.  Then again, is anything really ever easy?  If that wasn't enough, I had the automatons to fend off.  They kept coming at me with unrelenting force.  By the time I vanquished them all, my body wanted to give up.  Fortunately I saw Orchendor in the distance.  This was a now or never moment; as soon as he discovered my presence, he kept vanishing and reappearing all around me.  My patience was wearing thin when my spells wouldn't connect.  The Razor talked to me... it demanded a sacrifice.  I tried to get closer to him; however he evaded most of my attacks.  With his spells hitting my flesh, I was starting to run out of mana to heal myself with.  When I struck my blade against Orchendor, he fell to his death.  I didn't expect this battle to be so easy.  Considering all the hard work I put in, was this Peryite's way of blessing me as his new overseer?

    Race: Altmer.  Their Magicka boost will help with spell-casting in the long run, allowing you to distribute stat points in Health and Stamina early in the game.  Not to mention, they're genetically superior. 

    Standing Stone: Lord.  The Lord Stone adds some needed defense, both magical and physical, when dealing with enemies of all kinds.

    Stat Distribution: 1/1/1 Every attribute is important; while magicka will give you plenty of room to cast healing spells and flesh spells, stamina will be useful for shield bashing.  I stopped following this when I reached 180 in all attributes and switched to 1/4/0 so that I could stand a chance near the end of my playthrough.

    Skills: One-Handed, Heavy Armor, Block, Restoration, Destruction, Alteration

    Shouts: Dragonrend, Frost Breath, Become Ethereal

    Quests: The Only Cure, Pieces of the Past, Unearthed, Main Quest-line, College of Winterhold Quest-line, Evil in Waiting, Ragnavald (quest), Siege on the Dragon Cult, A Scroll for Anska, Volskygge (quest)

    Equipment: Konahrik, Various Dragon Priest Masks, Ahzidal's Armor of Retribution, Ahzidal's Gauntlets of Warding, Any Boots, Gauldur Amulet, Ahzidal's Ring of Arcana

    The Build

    The Overseer, in its core, takes some inspiration from the Arcane Warrior model character in the Elder Scrolls IV: Oblivion Official Game Guide with some modifications.  Instead of using slow-hitting maces or dull fencing techniques, fighting with a dagger brings some excitement for One-Handed combat.  Despite starting out weak in the damage-dealing department, daggers are low weight and have faster DPS than all other weapons.  Once you have earned Mehrunes Razor, clearing out dungeons will become a lot easier and less time-consuming.  For those that want to adventure as much as possible, you're practically robbing time from Skyrim!

    If that's not enticing enough, we'll double the offer with a brand new spanking shield!  The Overseer both protects himself from damage and inflicts it with this trusty piece of equipment.  Blocking is usually timed on normal strikes, while bashing should occur when your enemy is either power attacking or stands idle for a split second.  Speaking of which, bashing becomes an incredible source of offense once you take the Deadly Bash perk.  When complimented with a stronger dagger, you can overtake any enemy in a matter of seconds!  But wait, there's more!  Once you have a high enough level in Block, you can unlock Disarming Bash; although the exact percentage is unknown to me, it has a chance to disarm any weapon wielding enemy!  Some enemies take a while to grab their weapons; others are just stupid enough to try to bring their fisticuffs to a dagger and shield fight!  If that's not enough, wait until you get a load of this; it can even protect you from spells and Dragon Shouts!  As a servant of Peryite, the Overseer wields Spellbreaker everywhere he goes.  It can ignore 50 magic damage, which is much cooler than receiving 50% less damage in all elements.  

    What kind of a character would this guy be if he didn't go pew pew?  That's why the Overseer likes to dabble in Destruction.  Like his Dovah brethren, he too has some sort of control over Fire and Frost magic!  However, he is not that good at spell-slinging.  He compensates this for using lower-leveled Destruction spells and having a large magicka pool.  Some of these include Fireball, Ice Storm, Firebolt and Ice Spike.  But wait, there's more!  By equipping Ahzidal's Ring of Arcana, you have access to spells like Ignite (that deals 4dmg/15sec) and Freeze (20 frost damage and 15 sec slow); it's almost as if you're mugging me point blank!  When the Overseer activates Highborn, this guy turns into an MLG mage!

    Sometimes you can't always go on the offensive, even if it's a lot more fun that way.  That's why the Overseer learned some things from Colette Marence about Restoration.  Aside from healing in the battlefield, he can also cast fancy wards to protect himself from spells.  This will definitely come in handy before and even after you kill Orchendor for an amazing prize.  In addition to negating spells, wards can also absorb their magnitude and refuel the Overseer's mana pool when upgraded with Ward Absorb!  I'm not even done yet; if you need plenty of stamina to bash crap, I'll even throw in Respite: a perk that replenishes stamina!  You get the power of restoring health and stamina for the low price of one perk; that's a deal you can't get anywhere else!  While you are questing, you may run into a buttload of undead enemies.  Necromage comes in handy against those cheeky scrublords; they boost the power of all your spells against the undead by 25%.  Roasting carcass meat has never been so much fun until now!

    What good would a tank be without a third layer of defense?  The Overseer dabbles in Alteration for several purposes.  One, it is very nifty to have more armor rating when going solo in a crowded dungeon.  Second, who wouldn't enjoy some more magicka resistance?  Considering that the 30% protection and flesh spells stack with the Lord Stone's power, that's a deal you can't get anywhere else!  And last, I think I speak for everybody that incapacitating enemies is pretty damn fun!  Whether you want to crowd control or take down an enemy faster, the possibilities are endless!  When you're surrounded, use the Ash Rune; tougher enemies need that Paralyze spell if they hit real hard.

    Speaking of defense, we can't ignore those pesky one-hitters that like to kill-cam outta nowhere!  That's why the Overseer is decked in a good ol' set of Heavy Armor.  But wait; this isn't just any piece of armor your granny used to fight in when she was a soldier.  We're talking about Ahzidal's Armor of Retribution!  This sucker has a 5% chance, according to the UESP, to paralyze any target that strikes you with a melee attack; this results in 7 seconds of paralysis, which can be boosted up to 10 seconds due to the Stability perk in the Alteration skill tree.  To assist you will be the following Dragon Priest masks until you are ready to receive a prize for collecting them all:

    Hevnoraak: When combating vampires, animals and Falmer, this mask comes in handy.  By having 100% resistance to poison and diseases, you won't have to deal with searching for a Vigilant of Stendarr, Cure Disease potion or a Divine shrine to heal your blighted self!

    Nahkriin: If you're in a bind for cheaper Restoration spell-casting, this is the mask for you; it adds 50 magicka points, as well as reducing the cost of all Restoration spells by 20%.  The same goes for Destruction as it will help with reducing the cost of the Ignite and Freeze spells that come from Ahzidal's Ring of Arcana.

    Otar: Chances are you'll face a lot of powerful Hogwarts rejects.  Luckily for you, their elemental spells are weakened by 30% when you wear this mask.  This will come in handy when you face other Dragon Priests to pursue the ultimate goal.

    Rahgot: This is perhaps the most under-appreciated mask of them all.  For a build that likes to use shield bashing, Rahgot fits the bill.  It comes with a whopping 70 points of Stamina; that means you get to bash two more times than you would without it!

    Vokun: While this build doesn't utilize Illusion in any way, it does reduce the cost of Alteration spells by 20%.  Should you need that Ash Rune, Paralyze or Ebonyflesh, it'll make casting one easier when you are running low on magicka.

     

    Konahrik

    The ultimate reward for the ultimate adventurer: Konahrik can be yours for the low cost of 8 dragon priests!  "But TED, why do you want me to waste time on that stupid mask when I could just use Ahzidal's mask and spam Ignite senselessly?"  You shut your console plebeian mouth when I'm pitching a build, free of charge, to you!  If you haven't noticed by now, this build has an underlying theme of luck.  So let's talk about the percentage chances regarding Konahrik.  Keep in mind that I'm using this as a source; any corrections are welcome.

    It has a chance to trigger an effect when your HP is <20%.  These effects include healing, instant flame cloak and summoning your own dragon priest!  For the healing and flame cloak, they have a 25% chance of occurring.  If the healing doesn't take place, that's alright; that's why we have the Avoid Death perk in the first place!  Back on topic, summoning a dragon priest has a 5% chance of occurring.  This is more frequent than Mehrunes Razor's effect occuring; that's a deal you can't get anywhere else!

    If that's not enough to entice you, wait until you see the list of spells it can cast!

    --Greater Ward (Increases AR by 80 points and negates up to 80 points of spell damage/effects)
    --Conjure Storm Atronach
    --Ebonyflesh (Increases AR by 100 points)
    --Dread Zombie (Reanimates Dead Level 30 or lower)
    --Command Daedra (takes control of targeted Daedra of up to level 20)
    --Fireball, Ice Storm, or Chain Lightning
    --Flame Cloak, Frost Cloak, and/or Lightning Cloak
    --Incinerate, Icy Spear, and/or Thunderbolt

    Gameplay

    The Overseer likes to go headstrong into the battlefield like a homicidal, genocidal maniac!  Before he does that, he casts a Flesh spell to give him some additional protection against those filthy plebeians.  Then it turns into a knife and board fight; with huge layers of defense, the Overseer can handle a couple hits while he slices and dices turkeys into his enemy's flesh.  When dealing with power attackers, he can either block the blow or introduce that shield of his to that peasant's face!  Sometimes, his bashes are so strong that his enemies drop their weapons; silly mister butterfingers, nobody drops a weapon in the middle of combat!

    But wait, there's more!  When you upgrade Frost Breath with Dragonborn Frost, you can paralyze enemies in ice for 15 seconds; that's plenty of time to proc Mehrunes Razor's one-hit kill effect!  Or if you don't feel like killing your lungs for another second, you can keep blocking until Ahzidal's Armor of Retribution kicks in.  That's pretty damn useful, considering it would be boring to wait for it to proc when you're not blocking.

    Against Mages and Dragons, the Overseer can approach them differently.  One of these approaches includes acting as a shield mage.  Spellbreaker combined with Ahzidal's Gauntlets of Warding can absorb spells just as effectively as an edgy OP terminator!  That comes quite in handy when we want to go full mage on their asses!  When wearing Ahzidal's Ring of Arcana, the Overseer likes to connect with a Freeze spell to the eyeball; this can slow down your enemy and make it easier to aim.  For much stronger enemies, Ignite is recommended.  Otherwise, just throw the damn Fireball; it's fun and it explodes big!  Speaking of, you can spam many Fireballs when activating your genetically superior racial power: Highborn!

    If you hate being a wizard, then what do you do against them?  Simple: charge in with Become Ethereal and bash their skulls in!  Then you can use Frost Breath to paralyze them, while they are staggered, for 15 seconds; that's plenty of time to stab your frustrations into their esophagus.  Dragons, on the other hand, cannot be paralyzed.  That's okay because that wouldn't matter when we can OHK them outta nowhere!  When Mehrunes Razor wants to be stubborn, block with Spellbreaker when a Dragon bites or shouts; then you can power bash them so that they get staggered.  This gives you plenty of time to carve their nostrils out!

    End Note

    Thank you all for tuning in to read another top-notch Billy Mays build!  I've had a lot of fun making Character Builds here.  However, the number of ideas I have left are dwindling at the moment.  With that being said, this may be my last Skyrim build for a long while.  Don't rule out a Morrowind build though!  I have plenty of ideas for what I could pitch to you.  Whatcha gonna do brother, when Billymania runs wild on the Elder Scrolls Classic Group?

    That makes sense. Also, I was looking for some new cleaning supplies, and I was wondering, could I use this build to get the stains out of my carpet?

    Absolutely Albino!  With a powerful Heal Other spell, no stain is safe from the hands of the Overseer!
