Character Build: The Librarian of the Emperor

    The Librarian is the Psyker of the imperial empire, trained as both a warrior and a mage. They are said to be able to bend the powers of the warp (a veil-like realm separating mundus and oblivion) to their will for the benefit of their fellow battle-brothers and in service to the emperor of the imperial city. Beyond their psychic duties, the Librarian is also expected to record the great deeds of their Era as well as maintain storehouses of ancient lore. Now I may present my fourth build…

    The Librarian Of the Emperor

    Back Story

    You are the Chief Librarian of the emperor, his right hand if you will, you live to obey the will of the emperor and the empire. Though long mental training you and the emperor are telepathically linked and can communicate instantly with each other across vast distances through the Warp. You have been fighting in Akavir with the Thalmor for the past 5 years drumming up support and bringing down the wrath of the emperor on his enemies and now the emperor has sent news to you of the rebellion in Skyrim and asked you to go and not only crush the rebellion but to rebuild the battered reputation of the Empire that is there. You leave for Skyrim immediately, but when you arrive you are mistaken for a Stormcloak and sent to your execution, the situation is worse than you thought.

    The Build

    The Librarian is the classic Crusader/battle-mage whose thu’um comes not from his blood but from his control over the Warp granting him powers known only in the Legends told by those in Sovngarde.

    Race: Imperial as the Librarian is from the imperial city and you are the righteous hand of the emperor you only really have one option.

    Stone: warrior/mage to start and help level them up then move onto the Lord for the extra defence

    Stats: 4:3:3 as magic is a large focus but you also need to be able to take and deliver hits in combat

    Armour: Dwarven armour (with fortify Magicka Regen and Restoration), Gauntlets (with fortify One Handed and heavy armour) and boots (with fortify One Handed and Stamina/ stamina regen) with any hood (as it looks like Space-marine armour and Librarians wore hoods which protected themselves from the creatures and influence of the warp.)

    Jewellery: Gauldur Amulet as it improves all your stats and I looks like your are wearing dog tags to me (although they’re very old dog tags) with any ring (preferably with fortify magicka regen and/or magic resistance) you chose except for the ring of namira as you are a “Hero” and eating humans doesn’t give a good impression.

    Weapons: Dawnbreaker as it looks like a force sword, or any sword with a lightning damage and absorb Magicka (in my opinion dwarven looks quite good)

    Spells: All lightning spells to smite down your enemies, Flesh spells to make up for not having a helmet, turn undead spells “the shining light of the emperor shall cause the creatures of the dark to flee in terror”, ward spells to protect against spells and dragon breath, Sun spells if you have Dawnguard dlc

    Powers and abilities: Secret of arcana, Barbaric Knowledge, bones of the earth, agent of mara, ancient knowledge, dragonborn force, force without effort, seeker of sorcery/might (up to you), Moras boon (optional but a life saver)

    Shouts: Battle fury to bolster his Battle-Brothers and lead in the defeat of your enemies, bend will to dominate the enemy of the Emperor and control them with the strength of his will, call of Valour to summon his ancestors from Sovngarde to fight for him, Dismay to shine the light of the empire on whose who fear the dawn, Marked for Death “The will of The Emperor shall bring both man and mere shaking to their knees”

    Major Skills:

    One Handed: your main combat damager and also leaves a hand free for spells

    Destruction: your secondary and ranged damager use only lightning as that is the raw power that the warp offers a Librarian

    Restoration: this is where a lot of your spells come from and when I played this character I always seemed to have a restoration spell hotkeyed but more on that in the gameplay section

    Alteration: this is your main defence against the warp and all forms of magic come from try to always have your flesh spell active as it makes it look like you are wearing power armour (well it does to me anyway) this also makes up for not having a helmet

     

    Minor Skills:

    Heavy Armour: your defence from physical harm I use heavy as it has dwarven armour in it and there is no need to sneak.

    Smithing: to create and improve your weapons and armour as you are using dwarven which isn’t the highest armour rating in the game

    Enchanting: use this to create your force sword and power armour which improves your powers even further

    Perk spread for Level 60

    Gameplay:

    As I have stated earlier this character plays like a crusader/battlemage from oblivion so start every fight by using your best flesh spell and then switch to lightning spells to damage them if they get close or use run out of magicka then charge in with your sword but with certain enemies you might want to hotkey a different spell with your lightning such as with:

    Warrior enemies use a healing spell to recover from hits faster; this is especially useful when you get the respite perk as you can do more power attacks.

    With Mages and dragons put a ward in the hotkey so you can absorb the spells (even the weakest ward can block dragon breath attacks) this is even better when you have ward absorb making it so you never run out of magicka

    And for undead enemies’ hotkey your best turn undead spell to make them run back to their tombs, honestly this spell has saved me more times than I care to mention with this character just with the stagger it was on them. Also if you have Dawnguard you could use the sun spells as well such as stendarr’s aura when you charge in. 

    Roleplay

    Remember that you are literally the will of the emperor and you must set an example to people (both those who help you and those who try to hinder you). Also you must remember your duty as the Librarian you are the collector of knowledge about the empire, its battles and anything else that needs to be remembered so collect as many books as you can and if you have the harthfire dlc then build a library on it to store your books and records of your victories. 

    Psychic Abilities and Rituals

    "The power of a psyker is darkness, fire, and death, given life and purpose to rend souls and break minds." — First line of the Litany of Lies and Truths

     

    Litany of Sight Beyond Sight: Requires Detect life and detect dead or Aura whisper.

    This ritual allows the Librarian to see the very essence of all creatures around him which are projected into the warp by opening a wound on their forehead exposing their psychic Third Eye granting access of visions of Locations and abilities usually obscured.

    The Emperors Will: Requires Bend will, Dismay, Marked for Death

    The Librarian may take over the mind of another, Forcing them to act against their will if they cannot resist the power of the Librarian. This can be very usefull if there is a lot of enemies of a few strong enemies as they can fight each other or run in terror while you pick them off with lightning bolts

    Possibility shield: Requires Slow Time, Secret of Protection Root of Power (optional)

    Using his understanding of future events and his perception of the flow of time, the Librarian is able to surround himself and nearby allies in a possibility shield which makes certain events more likely and others, such as being injured or slain, less so.

    Mind of the Ancients: requires Secret of Arcana, North Wind (optional), Stendarr's Aura (for looks), Guardian Circle, Lightning Storm

     In a moment of pure desperation, the Librarian unleashes the full force of his psychic talents. With an utter disregard for reality, the Librarian opens up a flickering vortex in the fabric of space and time bathing himself in the Light of the emperor and being Granted Immense Magical prowess as the secret of arcana will last even after the timer runs out if you cast a concentration spell such as lightning storm granting unlimited Destruction to your enemies while being healed constantly by the Circle (the north wind to give you more time to commence the ritual).

    Might of the ancients: requires call of Valour, Bones of the earth, Barbaric Knowledge, force without effort,

    Tapping into the deadly powers of the Warp, the Librarian infuses himself with psychic energy, increasing his strength of arms to exceptional levels and summons the ancient warriors of Legend to vanquish the foes of the Emperor of Mankind.

    Inspire: requires battle fury, Companion's Insight, Barbaric Knowledge

    Librarian can bolster his Battle-Brothers by sending out waves of reassurance and calm.

    Final notes from me

    Thank you for Reading this far into my first character on the blog who isn't an evil blood sucking vampire like my other ones are. As some if not most of you haven’t already worked this out The Librarian is based off a type of space marine called… the librarian! I have always wanted to make a space marine character in Skyrim but only now got round to doing it. If this build is popular then I might try to create different characters from Warhammer cough, cough-chaos-cough, cough… Anyway hope you enjoy the build as much as I did and all praise the Emperor of Mankind!

    (p.s. I know some of the pics are of the emperor but it was really hard to find any Librarians which were golden coloured like mine)

    Not bad at all for a first build!  You should really change the perkspread. I can't understand anything from it . Other than that, nice!

    its not my first build its my fourth but its the first one that isnt part of the Carstein Vampires and i was removing the perk spread as you commented

    While the presentation could use some work, this is a pretty solid build, +1
