Well, the elder scrolls wiki says that all races get Imperial's Luck when starting the quest Before the Storm. It says that this bug has been resolved as of the unnoficial patch 1.3.1.

So since a majority of players play on console, it affects more people, so the imperial choice doesn't matter,

Well Voice of the Emperor is still amazing for a thief, so I'd say it's still probably the best choice.

I have to ask how you made it through the Forge Masters fight. I stayed in sneak and let a follower do the fighting while I used sneak-archery occasionally, as there wasn't alot of maneuver room. I lowered it to novice as well for that nightmare, dying a dozen times.

I think the Items (to loot) section could use reformatting- maybe bold text on the items, in a list, or arranged in a less jumbled fashion.

Silence is a really fun perk for builds like these. Running from cover to cover whilst backs are turned is thrilling for a bowman, even more so for a thief. You should try that out next time you load up your thief. It takes some getting used to but its good fun.

Looks like good fun though, and yours is the first Event Build I read! This bodes well. (+1ed prior to writing all this)

Voice of the emperor, once every 24 hours.... Illusion spells, a few seconds once the magical bar regenerates... I wonder which is more useful.....

    *24 hours in-game.

And Voice of the Emperor is an Illusion spell. A master level spell, to be precise. Voice of the Emperor beats the shit out of early-game Illusion; 30 foot AoE and affects up to level 30>Single target, can only cast 3 times, and affects up to level 6. It's only later on where it becomes less useful (this is assuming you invested into Illusion, otherwise it only loses effectiveness once enemies start out-leveling).

And if the once a day thing really bothers you, then you can just 'wait' 24 hours and bam. You're no cost, no casting time master level Calm spell at level 1 is ready to go.

*Edit: For some reason I can't directly reply to your comment.

Voice of the Emperor is more useful.

Hey. The Forgemaster was a bit challenging. I let Katria do the tanking for me while I snipped from the shadows. Enemies like the Forgemaster is why I recommend occasionally training archery. I went through a couple near death experiences from his fire breath though..

And thanks for the feedback. I'll think of a better way to show which items to steal.

@Casey I recently beat the Forgemaster on Master without Katria! And it was a fairly weak character too. I mostly used Sneak Archery and Silent Rolls to keep him from detecting me.

@Sage Awesome build for a straight up Thief! My complaint isn't against the build but rather thief builds in general: they always have the same goals; steal anything and get rich. I love your use of gadgets though! I think Curse did this in one of his builds too but I think it's a nice addition to a true Thief's repertoire :)

Out of curiosity, what stone did you opt for and why?

Lastly, I was hoping to see more thievery gameplay in that vid! I thought you'd dive into the depths of the ruin and was excited to see how you'd handle the keen senses of the Falmer. Overall, this was a great rendition of the classic thief, Sage :)
