A nice build, but you have WAY too much magic resistance. I think the cap is 85%; 50% when you block means you don't need such powerful enchantments. Also Shock is the most effective element against dragons as it stops them using normal spells and they are not resistant to it.

Actually, the Elemental Protection perk doesn't count towards Magic Resistance, but rather, Elemental Resistance. Magic Protection is calculated first by Magic Absorption (no cap, 100% optimal), followed by Magic Resistance (85% cap), and then whatever remaining damage (15%) is further mitigated by Elemental Resistance (97% cap for each element). (That's only 0.45% elemental damage, if you're not counting Absorption!)
So technically his Elemental Protection perk isn't exceeding the Magic Resistance cap, but rather the Elemental Resistance cap. Since he has Fire and Frost resistance at 70%, he would be at 130% with his shield raised. He's over by 33% for those elements, but he would only have a 50% resistance to the shock element.
Analyzing his current state of magical protection, he only has 80% Absorption, 77% Magic Resistance, 130% Fire and Frost Resistance (with shield raised), and 50% Shock Resistance.
He should recommend getting the Agent of Mara Active Effect for an additional 15% Magic Resistance. That would help him hit the cap for that.

Also the 40% Fortify One-handed thing, if you find an armor piece with the enchantment, which is hard to get. Then put it on. If you don't believe the values then get the weaker variants, but you don't need them to enchant so powerfully.
