True confession... I did a double take when I first saw the phrase, but thought "Naw, these people are way too highbrow to sink to my level."

No, confusion is an appropriate response. The organization is off, and the info is lost in far too much verbiage.
At higher levels you get absolutely wailed on if you aren't double enchanting the armor.

That's a good point. You may as well hang on to it if you find yourself at Moss Mother Cavern. It's upgradeable with steel smithing, counts as unenchanted, and doesn't need to be replenished. IIRC the critical is applied only to base damage (which is negligible), but every bit helps. I'll certainly hang on to it when I come across it.

Firstly, thanks to all who have made comments and suggestions--they've been most helpful.
I killed the first back story (which was long and didn't do anything pragmatic for the build (but which I really liked)). I've chopped parts down in the hopes that I'm keeping just the essentials... still seems a bit long. I'll sleep on it.
I really appreciate the comments so far, and am open to further suggestions.

Nice presentation.
The Build itself might not be breathtaking but what really matters, at least for me, is the Background a Build has. I like yours and I like how you put a reason behind everything. That's exactly my way of thinking. With that even an average build can be more than fun to play.
The only thing I find a bit confusing is the Perk spread at level 30. I would recommend a perk spread that fits with your Major Skill section. I can understand Nelaf's confusion on that :D

I agree. The story behind the build is I why I play them--more interesting (and usually more challenging).
I'll rethink the perks... I chose them because they're what I felt I needed when I was play testing. I would definitely enjoy a little more oomph with offensive capabilities in the mid-game.
