    Angel of Redemption
A character who evolves as you play. Begin as a Bandit who murders and steals and end up as a devout servant of Akatosh who vows to do good in order to be absolved for his sins. I know people have made builds using very similar equipment and some similar skill trees but this one adds a COMPLETELY new playstyle, lore, roleplay, and most importantly combat techniques.
    Angel of Redemption
    Race
For lore and backstory purposes I chose Imperial. Mostly because Akatosh is his redeemer and Akatosh is the chief deity worshipped in the province of Cyrodill. Also Voice of the Emperor is the perfect power for an angelic character. It allows you to spare enemies that aren't completely evil like animals, bandits, thieves etc, once a day. Give your character slightly slanted eyes, a straight nose, and white long hair to give him a more angelic look.
    Story:
You start the game playing as a ruthless bandit who will murder and steal from anyone and everyone as long as there's coin involved. You assist Deadric Lords in their evil deeds and commit many other atrocities. Then one fateful day you travel to Solitude to purchase some dry goods and weapons. As you wander through the city you enter the Temple of the Nine Divines. You feel drawn to the Shrine of Akatosh, you approach it and suddenly you hear a booming voice. You look around but no one else seems to hear it. It says "I am Akatosh and you, evil one, I have looked into your future and I see nothing but pain and death. I offer you a different path what say you?" You agree to help Akatosh in exchange for the redemption of your eternal soul. Akatosh tells you to go to Fort Dawngaurd and help them purge the world of the undead. He promises that once the Vampire Clan is vanquished you will possess powerful armor and weapons that once belonged to him.  However Akatosh wouldn't let you go completely unpunished. He burns a holy mark onto your face so that you may never forget the pain and suffering you caused to others. (To give your character the holy mark give him the lightest skin possible and then apply the face paint that comes 14th from left to right make the face paint white.)
    Playstyle:
From level 1-20 play as a low down dirty bandit. Steal, lie, and murder. Do evil quests for powerful early game weapons such as the Mace of Mogol Bahl. Go into houses and steal everything and sell it for septims. However once you are level 20 everything changes. Go to the Temple of the Divines and get Akatosh's blessing then go to the "face sculptor" in Riften and apply the holy mark to your face (face paint that comes 14th from left to right. Make it white so it looks like a burn or scar). From level 20 on play as a good character. Only kill to defend yourself, never lie, steal, or insult others. Always choose the "good" side of a quest for example destroying the Dark Brotherhood or allowing Erandur to destroy the Skull or Corruption. Completing the Dawngaurd is essential for roleplay and for the armor and weapons you can get (Ancient Falmor Armor and Auri-Els Bow and Shield). If you come in contact with enemies like Vampires, Draugr, Skeltons or any other undead you should kill them without mercy. Nechromancers, Witches, and Hagravens should also never be spared.
    Major Skills:
Restoration. All perks. One Handed. Armsman 5/5, Fighting Stance, Savage Strike. Archery. All perks. Alteration. Novice-Expert, Dual Casting, Mage Armor (if you want to wear robes occasionally). Smithing. Steel Smithing, Elven Smithing, Arcane Blacksmith, Glass Smithing.
    Minor Skills:
Light Armor. Agile Defender 4/5. Block. 1/5 Shield Wall, Deflect Arrows. Destruction. Novice Destruction, Augmented Flames 2/2. (Augmented Flames also provides a damage boost to Sun spells such as Vampires Bane and Stendarr's Aura.)
    Spells:
Grand Healing, Guardian Circle, Stendarr's Aura, Vampires Bane, Ebonyflesh
    Shouts:
Storm Call, Clear Skies, Become Etherial, Call of Valor
    Combat Techniques
    Melee:
(One-Handed, Restoration, Block) For this character Restoration is a constant ability when in combat not one to just be switched too when you are low on health. For melee combat you will have Close Wounds-Grand Healing equipped in one hand and a one-handed weapon in the other. I found having a healing spell constantly equipped can be used offensively. Once you get the perk Respite you can use Grand Healing to quickly regenerate all Stamina. This allows you to perform constant power attacks. Most enemies will die long before you run out of Magicka. Many people seem to dislike Guardians Circle but I think its great for fighting in close quarters. Just cast it and melee anyone who enters the circle. Since you wont need a healing spell you can equip Auriel's Shield or Dual Wield melee weapons while in the circle.
    Ranged attacks:
(Archery, Restoration) To fight from range use Auri-Els bow. If you are ever fighting outside during the day make sure to shoot the sun with a sun hallowed arrow. You can use Clear Skies to get rid of bad weather and find the sun. For even more damage call the Storm Call shout right after you shoot the sun. Storm Call can also be used as an alternative at night. Guardians Circle can be very useful when using a bow. It will heal you without you having to keep switching between the bow and Grand Healing and when fighting with a bow you don't have to move around much so you can just stay in the circle and fire arrows.
    Fighting Undead:
(Restoration) If you find yourself in the presence of the undead cast Stendarr's Aura which will do steady damage, even to strong enemies like Master Vampire's. Also cast Guardian Circle. Undead who enter will flee allowing you to pick them off easily with your bow. Switch your spell arm to Vampires Bane and shoot damaging balls of light from one hand and wield your sword in the other. This makes the character play similar to a spell sword when fighting undead
    Staying Alive:
(Alteration) Although The Angel of Akatosh is a master in Restoration sometimes that isn't enough against the toughest enemies. At levels 1-35 the armor rating provided by your set of Ancient Falmor Armor will be enough to survive. However once your at higher levels and have to fight enemies such as Ancient Dragons your 200 or so armor rating just wont cut it on Master difficulty. The extra 100 armor rating provided by Ebonyflesh will help you survive attacks from powerful enemies. It will also allow you to switch up your apparel from armor to robes, I will discuss that more in the equipment section. As a plus the glowing second skin that Ebonyflesh creates really adds to the angelic look of the character.
    Followers:
This is a great character for a follower. Since spells like Grand Healing and Guardians Circle are used extensively they will always be on there feet and those marked as non essential will never die. I actually chose a non-essential follower on purpose because then keeping him alive becomes a priority. A follower will do a great job of distracting enemies allowing you to sit back in your Guardians Circle and pick them off with arrows. I suggest Celann. He has no level cap and he's a member of the Dawngaurd so he works from a roleplay standpoint as well. I outfitted him in full Glass armor, a Glass one-handed weapon, and a Glass bow. Sometimes I outfitted him in full Dawngaurd light armor with a Dawnguard Full Helmet to give him a more vampire/undead hunter feel.
    Celann in full Dawnguard apparel
    Equipment:
Levels 1-20: Anything that boosts your armor rating or anything with a "bandit" look to it. (Fur, leather, and Forsworn armors all work). Use Forsworn weapons or Daedric artifacts you can get at early levels.
    Equipment:
Levels 20 and on: Ancient Falmor Cuirass/Boots/Gauntlets, Auriel's Bow, Sunhallowed Arrows, Auriel's Shield, and Amulet of Akatosh are essential to the character! Atherial Crown, Dawnbreaker (if Dawnbreaker begins to lost effectiveness at higher levels you can switch to an upgraded Glass one-handed weapon.) Once you have Ebonyflesh if you'd like you can equip Temple Priest Robes which will lower your armor rating by a lot making gameplay more challenging. They also have an awesome Angelic/Godly look to them. However I recommend re-equiping the Ancient Falmer Cuirass for enemies like Legendary Dragons, Arch-Mages, Volkihar Master Vampires and other very hard enemies. When traveling the Angel of Redemption rides a palomino horse which can be purchased at the farm outside of Solitude.

Temple Priest Robes. notice angelic mark
Quests: Dawngaurd of course, Main Questline (for Storm Call Word Wall), Mages College Questline (to get master Restoration spells), Restoration Ritual Spell, The Break of Dawn, Lost to the Ages, Laid to Rest, The Book of Love, Destroy the Dark Brotherhood!, Blood on the Ice, The Pale Lady, March of the Dead, Walking Nightmare, Hide and Seek, Infiltration, and many other "good" quests. Try to focus on quests that help others and quests where you kill undead. Ok thats it enjoy!

I think the word you are looking for in the first paragraph is "absolved" not "resolved."

Also, might I suggest that you include some more spacing and headings to break up the text?  It is definitely harder to read on account of the "wall of text" issue.  Also, you have not used any official tags for your build, which will make it harder to find for others.  Take a look at this link for what the official tags are, you can have up to 3 plus the build rank (in your case "Rank:Bloodworks") plus one for race.  Instruction on how to format them are on the bottom of the page.

The concept and roleplay progression are good, but your presentation is a little tough to decipher.  Giving you my like for the RP and concept.

Brilliant build. The burn/scar was a very creative touch with a simple idea. The progression to the character is a great way to separate your build from the rest of the grind.

One question: many holy warriors will seek the blade of Meridia to compliment their playstyle; what does this character do as a holy warrior? Is Meridia ambiguous enough to serve/aid?
