Umm, no.
Note that I didn't list Whirlwind Sprint with those three, because Whirlwind Sprint has nothing to do with the wind other than it's name.
No graphics, extra sound, nothing. Just the novelty of its name and the shout description. Become Ethereal is more effective for closing the distance if you need to. Usually you don't immediately charge in because you need to cast spells first.
You'll be better off just sticking with Elemental Fury and Cyclone to be honest.

Nice job, Chris. Good presentation, cool gameplay, nice art. Love the idea of "stances" to keep combat fresh. I also like that you left Unrelenting Force out of the equation; when I tried to make a Wind-based build, it pretty much devolved to me spamming Unrelenting Force to knock enemies off cliffs. Fun, but it gets old, and you definitely can't base a build around that! :p
I'm also a sucker for Alchemy builds, especially when they include a few recipes. Well done all around.

To be honest, I used Unrelenting Force a lot in the early levels, but as soon as I got even one word of the Cyclone shout, Unrelenting Force became obsolete!

I really like this unique concept. Only issue I have with it is that your choice of apparel and glass sword seem to clash with the wild vibe I'm getting from the Kynareth slant and use of alchemy. I imagined this lordly character cursing his luck ("fiddlesticks!") for ripping a hole in his fur cloak whilst crouching to harvest some herbs. Granted, Skyrim's choice of clothing is a bit lacking... I probably would have gone for a Redguard with the Hammerfell Garb and the Longhammer you mentioned (fastest two-hander in the game if I'm not mistaken).
Anyway, the build inspired me so you have my like.
