I must agree with everyone else and say that the build is very well presented, it looks really nice. I think you shouldn't have so many skills though. Maybe leave alchemy, or if you really want to keep it make some sort of special move with frost damage enhancing poisons. Maybe you could use the slow time shout too and mix it with some frost spells to create another special move.

Fantastic build for a first time, it really makes me want to go and create my own but I'm kinda having writers block xD
