Well you get that here. Once you get level 50 illusion and the perks listed, you can fear enemies up to level 29 with single cast and 38 with dual cast fear. Once you have that and unlock wolf form you're good to go.

Thanks Kokari. The finishing stat spread should be Magicka: 200, Health: 300, Stamina: 300. However, I would recommend more emphasis on magicka for the early levels so you can cast fear more often.
