    You buy the armor then using the Arcane Blacksmith perk you can improve it...

    Edit: To answer your original question, the armor is possible to come by as random loot in chests as well.

    there are no skill points in enchanting so enchanting the armor would do nothing it would not have very much effect

    Let me explain this again.

    He finds the Enchanted Armor or buys it at shops.

    The Perk in Smithing called Arcane Blacksmith allows you to improve pre-enchanted armor.

    He improves the armor that was found Pre-Enchanted.

    Making sense?

    Not one bit so arcane blacksmith does that upgrade the enchantment on the armor???

    No...

    Normally you can't improve enchanted armor with Smithing. Both ones you make yourself as well as ones you find. Arcane Blacksmith allows you to upgrade the Armor Rating of the armor, or how well it protects, the enchantments on the armor are there to begin with.

    No offense, but I'd suggest playing a simpler build.

    They pretty powerful enchantments. You sure about that? He improves it as he finds it

    Tae thats what i mean how does he get that powerful of enchantment by enchanting the armor with no skill points in enchanting

    He doesn't enchant the armor himself...
