Yes it does, as long as you're not using any of the unofficial patches. Just remember to take note of your total Magicka before and after you get the Atronach and whatnot. Also save before you do it in case something weird happens.

The seemed to suggest that manipulating frost resistance to increase Blizzard damage only works on PCs. Can anyone confirm that? This is a fantastic looking build, but I'll want to use it to its full potential.
