  Hammerfell is actually free of the Dominion.

  Well currently we're on the third iteration of the dominion so the first question is how similar to the first two is this iteration. Also since they have foregone straight up fighting and resorted to sabotage and subterfuge I would have to say they are far weaker than prewar. I do agree a second war is coming and I have a feeling the Dragonborn will be leading the charge and possibly returning the line of Dragonborn emperors to the throne. Maybe even put a twist on the story by saying the Dragonborn is some how kin to Tiber Septim/Talos.
  
  So in short dominion is probably stronger than current empire, but dominion is definitely not stronger than dragonborn lead empire.
