Why do NPCs have skills?

    While researching various NPCs on the UESP Wiki, I have noticed that primary skills are listed for NPCs that can't be followers or romantic interests.  Example here: http://www.uesp.net/wiki/Skyrim:Azzada_Lylvieve

    The question is why?  So far as I know, Azzada Lylvieve has no opportunity in this game to ever enchant anything or smith anything.  He just hangs out in Dragon Bridge, talking about the farm, and his background in Markarth.  

    A) Why does he have skills?

    B) When would these skills manifest in the game?

    C) How did the writers at UESP Wiki even figure out what his skills were?

    Im not sure??? Maybe so they have a chance if a dragon attacks whilst your there. If they didn't they would all be one hit wonders and drop dead with a stiff breeze lol

    As to that, combat skills make sense but not the smithing and enchanting.
