Why are the cities so small?

I sort of noticed that in Oblivion the cities seemed to be bigger, why is this not the way it is in Skyrim. I just feel like they needed more in Skyrim, the supposedly capital city in skyrim is hardly anything, yes they did make more cities but i would have liked less cities that were larger rather than more cities with less bang. But there also seems to be many more dungeons with much more in them so is this a fair trade, i think not, i enjoyed looting every single house in Oblivion, and first walking into a city and feeling like you will never know every stone to this city. Does anyone else feel the same way?

I sort of agree with you in the fact that i loved to roam cyrodiils cities, however in skyrim the devs took a more dungeon/landscape based spectacle, given the nordic influence i see this to be acceptable as with the roman influence of oblivion there large cities felt right
