    The best techniques are passed on by the survivours... is he right? or are there some that had techniques that were great but faced death in the world and failed... if they were great how did they fall?

    Exactly, if those techniques were so great, why did they not live?

    Don't attempt to solve problems using the same line of thinking you used to create them.

    The Arena sorts out the bad from the shit. Makes those bad good, and after that. Its either be good, or be dead. Most just died. Shinji no doubt saw that as the apex of the Arena. So he commented: "The best techniques are passed on by the survivors."
