I actually find that a solid 30 FPS looks smoother than an intermittent 30-40 FPS (i.e., not VSynced) because it refreshes at the same time as my monitor.
A stable 60 FPS is ideal for smoothness and performance consistency, but you need a godly rig to maintain that type of framerate if you're going to run ENB, high res textures, flora mods, weather, lighting, scripts, etc. And even then, you'll probably have to use a relatively light ENB, sacrifice on some textures, and make other cost-benefit decisions to avoid framerate drops. It's not worth the trouble for me; I played on 360 for years (which is locked at 30 FPS and uses low quality vanilla graphics) so to be able to maintain that same stable 30 FPS but with oodles of graphics mods is more than enough for me. less

It adds just a bit of depth to the game, without making anything jarring or overly blurred. ENB's built-in DOF tends to be too severe, especially the customized variants that most popular ENBs use. You can always edit them as well though, including setting a manual DOF that acts like the static DOF in DynaVision.
kingeric1992 offers a SeparableHex DOF for ENB that's supposed to be somewhat more performance-friendly and less cinematic than the GPmod version I'm using. If you take something like that and edit it to be more subtle, it would probably be worth using 24/7. But yeah, I'd also rather have no DOF at all than a too-heavy DOF. less
