The creator of the build doesn't seem to intend for you to use the unlimited shouting in the way you've described hence it is the same as using Daedric because you have it in your inventory even though the build you're playing doesn't call for it.
I'll agree that the use of the 100% shouting doesn't really add much, and without it the build is still pretty viable. However, if the creator didn't intend for you to use it that way then you shouldn't use it that way. Again it's just like the Daedric argument. If I'm playing a warrior build that focuses on heavy armor, but the build creator states that the armor to use is steel then I'm gonna use steel, even though Daedric would be more powerful and available in-game.
