So as DeathByBeat said these were voted in by the community as a whole so there's not really a standard set of rules that the builds needed to fit under other than being of a certain rank (which essentially means a number of likes) with nothing else to really dictate a build winning. If a lot of people liked the build, it got it in even if arguably there might be a better build.
Normally, the higher ranked builds just have better presentations, but there might be a few (or more than a few) that were broken after moving sites a few years ago. But generally speaking, I will say that likes/ranks are probably the most important factor.
