Fresh out of Helgen? Interesting! The earliest I know of is level 10, with a Potion --> Draught and a +40 item (i.e., "Major Stamina").
James and I discussed a few other uses for this a while back. He was really interested in applying the infinite Stamina to the Dawnguard Rune Shield and/or Hammer. Free Stendarr's Aura and free Fire Runes for days! He also pointed out that with the Gauldur Amulet --> Potion of the Healer --> Philter of the Healer, you can get the Seraphim's infinite Concentration casting AND the Sapiarch's infinite Stamina.
There's still a lot of possibilities here, so I'm very interested to see what you've got in mind!
Steady Hand was definitely our biggest draw for the infinite Stamina trick, that was determined very early on. The sprinting and power attacks are really nice as well though.
