Yeah, I remember talking with you about it while you were developing it. It's been a while though, I forgot about cloak stacking specifically since it didn't really strike me as a core component of the build.
Anyway, I just went ahead and tested the Ebony Cloak with a Fortify Destruction Potion @ 125% (via Ectoplasm + Glow Dust at 100 Alchemy, with all relevant perks and 66% Fortify Alchemy gear).
It was just a very rough test: five "control" tests without the potion, on a skeleton at the Ritual Stone. Average time to kill was approx. 5.4 seconds. Then five more runs with the potion, average time to kill was 5.6 seconds.
I attribute this slightly higher value to allowable sampling error based on my small sample size and imprecise timing.
So yeah, Fortify Destruction potions don't seem to affect the Shadow Cloak. However, with that same potion and Aspect of Terror, you can take Flame Cloak to 60.75 DPS. Throw in the Ebony Mail and you're looking at 68.76 DPS on anything that doesn't resist fire.
While Ethereal.
Still need to verify the Shadow Cloak works on dragons though. In any case, hopefully this is helpful to you, Phil.

Alright, back from my testing of the Shadow Cloak on a dragon. Surprisingly, I *was* able to get the Cloak effect to damage the dragon! However, it's pretty much impossible to get within the proper radius if the dragon is on flat ground. You have to get under his wing essentially, which is only possible if he's perched on a stone or ledge or something. So while the Cloak is *capable* of damaging dragons, it won't work consistently.
